BEIS: The Non-Domestic Private Rented Sector Minimum Energy Efficiency Standards

The Department for Business, Energy and Industrial Strategy launched a consultation on the framework to implement tighter minimum energy efficiency standards (MEES) for privately rented non-domestic buildings. This follows the Government’s Clean Growth Strategy committing the government to reducing business energy usage by 20% by 2030.

Existing MEES regulations prohibit landlords from granting new leases (including renewals) for non-domestic properties with an EPC rating below E. From 1 April 2023, the ban will extend to prohibit the continuation of any existing lease with an EPC rating below E, subject to exemptions. This consultation proposes an incremental milestone approach to reach EPC B by 2030, including a requirement to reach EPC C by 2027.
