Welsh Government Announces Plans for HFSS Restrictions

The Welsh Government has announced plans to introduce restrictions on high fat, salt and sugar (HFSS) products in an effort to tackle obesity in Wales.

Announced today (27th June) the Welsh Government confirmed plans to introduce restrictions on temporary price reductions of HFSS products, including meal deal type offers and restrictions on where products high in fat, salt or sugar can be displayed.

As part of the announcement, the Welsh Government confirmed that the HFSS products which will be impacted within the Welsh legislation will be consistent with those in England. However, the announcement did not address the types of businesses impacted within the legislation or the extent of restrictions of products in shops.

ACS chief executive James Lowman said: “Businesses and consumers are already facing significant hardship because of inflation and rising operating costs. This legislation will add further strain on household budgets and inhibit Welsh retailers’ ability to invest in their shops.

“The Welsh Government needs to provide clarity on the details of the new legislation, including how these restrictions will be implemented. We will continue to engage with the Welsh Government and will provide retailers with further updates as and when more information becomes available.”

The new law will be introduced in 2024 and will be rolled out across Wales by 2025. A consultation on enforcement measures will be taken forward later this year.
