The Tobacco Products Directive set down rules at the EU level concerning the composition and labelling of tobacco products. This forms part of a wider package of tobacco control measures to ensure the smooth functioning of the single market and a high level of health protection.

HSCIC: Smoking, Drinking and Drug Use Among Young People in England: Consultation

The Health and Social Care Information Centre (HSCIC) is the trusted national provider of high-quality information, data and IT systems for health and social care.

The HSCIC are currently reviewing the format and content of the Smoking, Drinking and Drug Use survey and are consulting with users to ensure the survey continues to be relevant and to meet users’ needs. They are presenting users with three options for the content of the surveys that will definitely go ahead in 2016 and 2018.

Minimum Excise Tax

The Government is currently consulting on the introduction of a minimum excise tax for tobacco products. While tobacco manufacturers and retailers would retain the power to set their own prices with MET, establishing a minimum structural tax level has the potential to influence pricing behaviour and establish a price point below which cigarette prices are less likely to go. In this way, both options could limit the extent to which the lower end of the cigarette market can grow.

NICE: Smoking - Reducing tobacco use in the community: quality standard consultation

The NICE consultation on smoking comprises of a list of quality statements:

Statement 1: Local commissioners and campaign planners develop local and regional mass-media campaigns to prevent children and young people under 18 from taking up smoking.

Statement 2: Local authorities and their partners identify retailers that sell tobacco products to people under 18 and ensure that those who persist are prosecuted.

Statement 3: Educational establishments have an organisation-wide smokefree policy that is coordinated with the local tobacco control strategy.

NICE: Preventing the Uptake of Smoking by Children and Young People: Review Proposal

The NICE consultation seeks views on an update of the public health guideline on ‘Mass media and point-of-sale measures to prevent the uptake of smoking by children and young people’. The proposed recommendations include updates to mass media marketing guidelines; changes to sentencing guideline for the sale of illicit tobacco; and the introduction of a license for cigarette retailers.
