Environment Bill (Wales)

The National Assembly for Wales' Environment and Sustainability Committee is seeking the views of the public on the Environment (Wales) Bill.

The Bill seeks to legislate in a wide range of issues relating to the environment, including:

  • Reforming the law on charges for carrier bags.
  • Providing powers to Welsh Ministers in relation to waste recycling (including the separate collection of waste); food waste treatment and energy recovery in business.

In response, ACS supports the carrier current carrier bag charging regulations as they have reduced the usage of single use carrier bags whilst also giving retailers the opportunity to donate to charitable causes on a voluntary basis. However, they oppose making charitable donations mandatory and extending the charge to bags for life as this will serve only to increase administrative burdens on retailers.
