ACS has called for HMRC’s Making Tax Digital reforms to be delayed to 2019/20 in its Budget submission, to allow retailers to prepare their account procedures at reasonable cost and ensure pilot schemes can fully inform the online account system.

In the submission, ACS called for action on business rates to extend Rural Rate Relief for petrol forecourt sites, review turnover-based rating methodologies and overturn proposals that would undermine the accuracy of the appeals system.

On tobacco, ACS called for increased funding to tackle the illicit market in response to the Minimum Excise Tax on cigarettes. ACS also highlighted the need for the Post Office network review to address its commercial viability for convenience retailers.

The Spring Budget will take place on Wednesday 8th March.
