In their submission, ACS has called for the Chancellor to break down the barriers to growth in the convenience sector by publishing terms of reference for the review of business rates announced at the Autumn Financial Statement, and ensuring this review supports local shops and high streets. The ACS submission also urges the Chancellor to address rising employment costs, and to tackle the illicit market in alcohol and tobacco products. The Chancellor will deliver his crucial pre-election Budget on the 18th March.
