HMRC: Sanctions to tackle tobacco duty evasion
The Government launched a consultation on sanctions to tackle tobacco duty evasion.
The consultation seeks view on proposals for new sanctions linked to the UK’s tobacco track and trace system, and extending HM Revenue and Customs (HMRC) traceability enforcement powers to Trading Standards officers.

DHSC: The impact of tobacco laws introduced between 2010 and 2016
DHSC are conducting a post-implementation review looking at the tobacco legislation introduced between 2010 and 2016. The review considers how effective tobacco legislation has been in:
- discouraging young people from taking up smoking and vaping
- encouraging existing smokers to quit
- protecting others from the harmful effects of cigarette smoke

The Tobacco Products (Traceability and Security Features) Regulations 2019
Ahead of the tobacco ‘track and trace’ regulations coming into effect on 20th May 2019, HMRC has launched a technical consultation on the draft regulations. The consultation asks views on what circumstances should a retailer lose their Economic Operator Identifier Code and their ability to purchase cigarettes and hand-rolling tobacco.

EU Commission: Tobacco Track and Trace
The EU Commission have launched a consultation on the establishment and operation of a traceability system for tobacco products (also known as ‘track and trace’), which will require all unit packets of tobacco products to be marked with a unique identifier and their movements tracked throughout the European Union from May 2019. ‘Track and Trace’ was one of the measures implemented by the EU Revised Tobacco Products Directive.
