    • Alistair Darling has delayed a decision on changes to capital gains tax (CGT) until the new year, the Government announced yesterday. Final details of the CGT changes, due to come into effect in April 2008, were expected to be announced before Christmas.

    • Plans to introduce a negative licensing system for retailers were yesterday debated in Parliament. The Government plans to introduce the new sanctions for retailers who repeatedly sell tobacco to children in the Criminal Justice and Immigration Bill.
