Welsh Carrier Bag Tax Could Do 'More Harm than Good'

ACS has signalled its opposition to the proposals for a ‘bag tax’ at a consultation event in Cardiff this Monday. Welsh Minister for Environment Jane Davidson has stated her desire to impose a charge on all single use carrier bags in the principality.

ACS Chief Executive James Lowman said:”Local shops across Wales are leading the way in reducing bag waste. Voluntary initiatives to encourage bag re-use, including charging and incentive schemes, are changing attitudes and behaviours. Imposing a compulsory charge on every shop and every customer will undermine the voluntary initiative and risks alienating consumers and communities.

“As it stands voluntary schemes are in place in many places where retailers and customers have agreed that charging is appropriate. They decide where the money goes. The compulsory scheme would be a tax and local people will have no say.

“Encouraging more local shopping is a key part of encouraging more sustainable living. Customers popping to the local shops on foot or calling in on the way home save thousands of food miles. A bag tax will make people think twice about popping into the local shop, the result will be more dedicated and car borne shopping trips. In this event the bag tax would actually do more harm than good.”

ACS is taking part in a consultation on this issue and will be making a full response. ACS is part of an industry wide commitment to reduce carrier bag usage through voluntary schemes.
