Conservative Small Shops Report Boost for Local Communities
ACS has welcomed the report of the Conservative Commission on Small Shops in the High Street. The report which looks at the challenges facing independent retailers in our high streets and the implications for communities, is published today.
ACS Chief Executive, James Lowman, who was a member of the Commission said: “This is an important contribution to the ongoing debate about the future of high streets and the independent shops that are so important to them. People care about the local shop and want to ensure it is a part of the future in the communities where they live.”
The Report which will be recommended for adoption as Conservative Party policy, provides a framework for new policy strategies. The focus is on partnership working and providing a greater voice for local businesses in decision making. It also makes specific recommendations about planning policy.
Mr Lowman continued: “The Commission has rightly identified that the decisions made locally are integral to ensuring successful high streets. In recent debate there has been so much focus on devolved decision making and giving back power to communities to decide for themselves, this report gives some real ideas about how this could actually be achieved.”
The report covers the issue of town centre planning policy reform, which is also expected to be subject to a policy announcement from Government today. Mr Lowman said: “This report rightly identifies the risks associated with weak controls on retail development out of town. Inappropriate and unsustainable out of town retail development is the single biggest threat to the high street. Planning authorities have to be empowered to make the decisions that are in the long term interest of the local economy, and to be able to do so even when faced with highly resourced and determined retail developers.
