The Producer Responsibility Obligations (Packaging Waste) Regulations 2007

These Regulations came into force on the 30th October 2007 and revoked the 2005 Regulations.

The Regulations require businesses with an annual turnover of more than £2m (in the last financial year in respect of which audited accounts are available) and handling more than 50 tonnes of packaging or packaging materials in the previous year to:

• register with the Environment Agency or a compliance scheme.

• recover specified tonnages of packaging according to the activity they perform.

• certify that their obligations have been met.


It appears that most Convenience Store retailers who fall within the legislation register with a compliance scheme where the operators ensure correct procedures are adopted.
